The constraints of this property (homes, flood control) make this an unfair course to judge Dye on, but I have to say that you can still see how much more interest he can build into a hole than most, even with major limitations. His use of angles and blindness and holes where the correct play is away from the green are all present here. Holes like 12 and 13 are worth the price of admission and most of the rest of the back nine is designed just as well, but overall the homes are just too intrusive to rate it higher.
